Vintage Set of 4 Heavy Ecru Pedestal Cups with Raised Rose Pattern Made in Italy

These have me very, very confused. Are they cups? Are they planters? They pattern is so intricate and they're heavy. Are they plaster? All I know, because the stickers on the bottom tell me so, is they're made in Italy.

Measures 5" in height x 4" across the top (3-1/4" across the bottom).

Some small marks here and there but no chips that I can see. In beautiful, gift-table condition.
